Quick question: Would it help at all if I wrote a love letter to Brown telling them I would definitely attend if accepted, I’ve always loved the school, bla bla bla. Sort of like a more flowery “Why Brown?” Or would they get annoyed, not look at it, or anything else?

IMO they will look at anything reasonable that you send them.

As you said, your proposed letter is a type of "Why Brown?" essay. Remember that any topic, concept, or approach can be made into a great essay, and any topic, concept or approach can be made into a terrible essay. Brown's reaction, positive, neutral or negative, will depend not on the topic, concept, or approach, but rather on how well-written the letter/essay turns out to be.

The more personal, believeable, knowledgeable, thoughtful, precise, and specific your essay is, the better your chances that the letter will help you. On the other hand, the more generic, insincere, canned and vague your letter seems, the less likely it is that the letter will help you.

Lots of people can write that they love Brown, that it is their first choice. If that is all you have to say, if you truly think that what you are saying is "blablabla", then IMO your letter will not help you. But if you have something special, personal, believable, etc. to say, then, if you have the time, write a draft and look at it again in a day or two.

that sounds good. i think i can be very genuine though. i just worry that saying stuff like "this is the on eplace I can really picture myself" is generic when we're talking love letters...

maybe you should instead write about what you can bring to brown! :)
