As the title says. I got 670 in my writing, an 8 on the essay and 69 on the multiple choice.

This was a huge surprise as I've always be praised for my writing and I have won quite a few competitions and even had an article published.

SO, my quesiton is, if have the low SAT scores juxtaposed with the impressive essays (and they are good if I do say so myself) might I still have a reasonable chance? (My other scores, rank, ecs, recs etc. are all good)

From what I've heard and read, very few schools are paying much attention to the Writing portion of the SAT. They're mostly just accumulating the data, but do not yet 'trust' it.

The SAT essay is evaluated in a very formulaic way, and many admissions officers are aware that excellent writers can get a low score. However, it's also the case that admisisons knows that many students get a lot of help on the essay and can get suspicious if they saw a great essay, a low SAT writing, and nothing else on your app to support your writing skills. But since you have won competitions, and had an article published, you should be in the clear. If one of your recs is from an English/History teacher, that would dispel that concern too.

despite what books say, ive heard from the mouths of two admissions officers from yale that they look at writing section equally as the other two

thats why they lowered the requiremnt from 3 sat subject exams to two - they see the writing section as fullfilling one of the sat subject requirements

Well one rec WAS from my history teacher, and I made it clear about my enthusiasm and success at writing. But presumably, if one is the kind of person that gets loads of outside help for their app essays, then they're also going to be the person that gets loads of pre-prepared help for their SAT writing section? There must be some kind of formula to writing those things, because I wrote a well structured essay that certainly addressed the issue. I can't work my low score out.

well, no one can sit with you at the SAT test and help you write your essay, that's what I meant - by definition, it's your own unaided work. Not so with essays, hence the consistency check. (Nothing wrong with getting help prepping for any test, including SAT Writing, that isn't their concern.)
