How much of a merit scholarship amount can one expect for an out-of state (NY) student with a 3.5 GPA, all regents courses and 4 AP classes in a VERY rigorous school district in Westchester?

Go to the school web sites and run their Net Price Calculators.

UConn offer plenty of scholarship for out of state students.

Here is the link for Quinnipiac scholarship offers

As usual, among others, they look at your GPA, rank and test score.

My S applied to Quinnipiac and we were very disappointed with their merit aid (or should I say lack of merit aid). When I called to let them know he got merit aid at every other school he applied to (all schools were in a similar range) QU indicated to me that my S was not at the top of the students from his high school who applied there (similar HS to you it sounds like and many applied since it is close and has rolling admissions, but unlike the people who use QU as a safety, my S was actually considering attending). That was 6 years ago so maybe things changed and QU is better with merit aid now. He ended up at another college which was a better fit for him (and was higher ranked) with very good merit aid and had a great college experience so things worked out.
