MIT admission rates for ESL students

One of my friends who is really bad at English just moved to the USA during the second semester of 10th grade (he is an US citizen), and he is wondering if he has a good chance of getting into MIT or Caltech. By just looking at these scores: SAT 1440 out of 1600 (Math 800 and Critical reading 640 obviously), got 800’s on all of his SAT subject tests (chemistry, physics, math 2), straight A’s in all of his classes (unweighted GPA:4.00, and weighted GPA 4.25), and got 5’s on all of his Ap exams (chemistry, physics mechanics, stats and calculus)(he was only be able to take Ap courses after 10th grade). Do you think he’ll have a good chance of getting admitted into MIT or Caltech, and will colleges care that much about his language proficiency?

He needs to look at their websites to find out what TOEFL score is required. Most places will ask for that because he hasn’t been in school here for very long. Some will accept SAT scores instead of TOEFL. Language proficiency is extremely important. Students need a good command of Academic English or they just can’t keep up in class.

No one can predict whether he will be accepted at either of those institutions. He needs to think of places in addition to those two.
