My chances as a transfer?

So, it’s pretty well known that UC loves transfers, and I’m hoping to capitalize on that.
High school GPA of 1.96 and no ECs to speak of, took a year off between high school and college.
I plan to make this a talking point as there is a lot of personal turmoil to growth surrounding this situation.
Currently enrolled in CC (Michigan resident)
First-semester GPA of 3.85–Is this bad?
Projected second-semester GPA of 4.00 (this is realistic, trust me)
ACT Score of 33–this is because I choked on the science section. Was scoring 34s on the practice tests, ended up with a 30. Hope to retake in February and superscore.
EC’s: Staff writer and page designer for the school newspaper. Hope to collaborate with my next semester Intro Political Theory professor to start a debate group for our school. Begin volunteer work at women’s resource center soon. Up for an internship at Northwestern Mutual. I currently hold a part-time job with my school which I will probably drop when I (fingers crossed) get the internship.
Will most likely get excellent recommendations from my Philosophy and Macro professors, hopefully additional recommendations from my next-semester Intro Political Theory and Business Law professors.

UCLA accepts Junior level transfers with a minimum 60 semester/90 quarter units. You need to have your GE’s and major prep completed for transfer. UCLA will not look at your HS transcripts or test scores only what you have accomplished at your CC and especially your UC transferable GPA. Since you are OOS, you also have the lowest priority when it comes to transfers. Here is the transfer priority heirachy: CA CCC then UC to UC and CSU to UC, CA 4 year university (privates) then OOS.

What is your intended major? You need to look up the required transfer classes needed for your major.
