My chances at getting in? Scholarships?

Hey guys, I'm a domestic applicant from Lebanon.
I'm Middle eastern, both my parents are from Lebanon.I'm a US citizen, used to live in Texas, and I moved to Lebanon 7 years ago.
I go to a British school here, and i could estimate that i'm in the top 10% of my class. (Can't make sure until I get transcripts, which is a hassle at my school)
There are around 80 students in my class, and i'd rank myself 7 or 8.
My school has a weird GPA sytem that automatically gives 4.0 with an 85 average or above if you've taken a certain number of advanced courses.
Freshmean year AVG: 86
Sophmore year AVG: 81
Junior year AVG: 90
Senior year: N/A
I took the most rigorous courses.
710M,610CR,630W, which total to 1950 on the SAT.
I'm retaking in October and I'm confident that i'm going to score above 2100.

I want to apply early, however my 1st term report card does not come out before December the 10th Edit: Will sending an early app before November the 1st, and then later on sending my 1st term report card hinder my chances? I'm looking at majoring into majoring in business, however I haven't done a lot of research into the fields yet.
EC's: Worked at my school's summer camp for 140 hours.
Part time job at an engineering-consulting firm, 200+ hours.
Been on the basketball team since the 6th grade.
Mandatory 100 community service hours needed to graduate.

The problem with my school/region is that there isn't much to do in terms of extra-curriculars, and i'm afraid that my chances drop significantly in this area.
Do you guys think the university will acknowledge this?
Also, do I have any chance at scholarships? (Assuming I score 2100+ on the October SAT)
Thanks
