I understand my grades are... crappy. But I hope to be able to raise them.

I have not yet taken the SATs yet, but I plan to take them sometime Febuary-April because I plan to take prep classes.

Do I have any chances of making a mid tier UC school? The only Extra C. I do is Student Government and I am officers of 3 or so clubs. For community service, I tutor kids at my school library (ironically). Additional information, I guess I am a Chinese Asian-American.

Sorry for the long read and I appreciate anything

UCs will calculate gpa based on your soph through junior year and only calculate a-g courses into the gpa. You won't even get the chance the list Student gov't or PE on your application. Assuming that your AP/honors courses are approved your UC gpa as of far is a 3.38 weighted.
The D in precal might hurt you. Try to get your C+ to a B and work harder next semester... this year is the last year to build your gpa.

From what I've seen, UCD/I/SB seems to have an avg. 3.80 gpa, but many students that made it in seem to say its much easier than the statistics make it to be. But just looking at numbers, your gpa is closer to accepted applicants at UCSC.
Study hard for the SAT and SAT IIs

slight reach means u have about 40-45 percent chance of getting in, match means you are at about 70 percent to get in, and reach is like 20-25 percent, if not even lower.
