All CSU’s (except Cal Poly SLO) admit by eligibility index and major. Also SLO does not offer Chemical Engineering as a major.
EI= (CSU GPA x800) + (SAT Math + EBRW).
So your EI calculates out to (3.83 x800) + (1160)= 4248. What is your Math score since your SAT is a bit on the low side for an Engineering major?
Your EI should make you competitive for Cal Poly Pomona and SJSU.

My Math score was a 590!
If your SAT Math score is 590, then you should be fine for CPP since they require a minimum 550 Math score for their Engineering majors.
SLO probably not (GPA and SAT are light) but, the rest should be fine.
Apply to several and see where you get in.
