I’m a freshman at a public school. I recently just finished with my first semester, and ended with a 3.98 unweighted GPA and a 5.17 weighted GPA. All my classes are weighted and I ended with all A’s but one A-.bI will soon “letter” or be on the varsity team of two sports, which I plan on continuing for the rest of the rest of high school. I’ve joined a Youth Congress for my state, and hope to continue my outreach. I’m part of three clubs: Debate, TSA (Technology Student Alliance) and Model UN. I’ve started on my volunteer hours as well. I’m taking one AP class this year as well. This isn’t much, but would this be a good start? What should my next steps be?

No one here can predict your chances if you are a freshman. Right now, you seem to be on the right track. Just keep up your grades and excel at your ECs. Your next steps would be becoming more involved with your ECs, getting good grades and test scores, and doing meaningful stuff in the summer.
Your best bet is to involve yourself fully in what you think is meaningful and valuable as I presume you have so far, and not worry about molding yourself to what you think a college might want to see.
Seems you’re on a good start, keep it up. However most people who apply to Ivies will have a good GPA and a good extra-curricular schedule, so we really can’t offer much advice until you take some standardized tests and start doing the application.
Also, as a freshman it’s good to be wary of college coming up but don’t stress out about it too much.
Obviously you are off to a good start. I like that you are planning ahead (relatively freshmen do). Keep up the grades. Spend your summers wisely (or at least be thoughtful and deliberate in how you spend most of your time). About a year or so from now you might want to look into test prep for the SAT or ACT. Until then, just keep up the good work. Most important, take time to enjoy high school and spend time with your family. These years go by quickly.
