my chances?

I'm from New York (I figured being an OOS, I'd have a higher chance because they want the money but according to other posts that isn't the case.)
My gpa unweighted is an 86.08 and weighted is an 88.069, my sats were 1170/1600
I also volunteer at a local hospital because I want to be an RN

Your GPA and SAT’s seem fairly reasonable, for OOS, to gain admission. You might want to research the nursing program at JMU, if that is what you are set on majoring in. The program is very small, hence the competition for admission is very high. My son, who is a junior CS major, has many friends who worked very hard, and did not have the GPA required for admission to the nursing major. The GPA necessary varies, according to how many applicants they have. You apply for the nursing major, not sure, maybe Fall of sophomore year.
