My School won't allow me to retake an AP Exam?!

I thought that College Board allowed AP students to retake AP Exams how many times you needed (as long as you payed for them). I live in Florida, so the state pays for all AP Exams taken at school, but my school counselor said that the school doesn't allow AP retakes. I wasn't very happy with my AP Exam results from Sophomore Year: AP French Language (1) and AP World History (3), so I wanted to retake them. I got a B+ average in each course (I don't think it was due to Grade Inflation, I'm just a very bad test taker, IMO).

In my defense for my extremely low score for AP French, anyone in my class who passed the test (4 people out of a class of 54) were french natives and we only had one person who scored a 4. I wasn't able to take the amount of classes I needed to succeed in the exam either. (skipped 2 french classes due to budget cuts)

So My Questions are:
(1) Why won't my school allow me to retake the Exams.
(2) Is it possible to retake it somewhere else
(3) If I decide not to retake the exams will they show on my transcript

I think you can just call collegeboard and you can take it elsewhere. However you could just take it without it being paid for by the state of Florida.

Why would you retake World? 3 is passing…

Considering this is College Confidential, the OP is probably aiming for an upper tier college that wouldn’t look too fondly on 3’s.
