Need answers for an uncommon dilemma

So I started off in a CalState1 and received an F and a C, resulting in like a 2.2 GPA. So i decided to drop out because I was not enjoying my choice of major and my GPA. I then enrolled into a CCC failed two classes so, I dropped out, once again. This was due to depression from my previous failure. I then entolled to another CCC and doing fine and well, i am standing at 3.7-3.8 GPA. I am now one semester away to apply to transfer. I am applying to a different CalState2.

Here’s question 1: Do I have to transfer all of my previous units (CalState1and other CCC)?

Here’s question 2: I am currently undeclared, but I know what I want to do, which is Electrical Engineering (Abbreviated as EE).In CalState2, EE is an impacted major and they only accept impact majors in Fall. However i want to transfer asap (as i’ve lost a lot of time) into Spring 2018. Can I be an undeclared major and then switch up to EE? By the way CalState2= Cal Poly Pomona.
