I have been searching high and low for the NCP Waiver form for Hobart and William Smith Colleges, and St. Lawrence University.

Here's my situation in a nutshell with discretion added because of how public this site is:

I have been staying with Parent A for a while, and am listed as a dependent on their tax return. Parent B is involved in my life, but does not contribute as much FINANCIALLY for me. Parent A has been the one since Pre-Kindergarten paying for my private school education and currently pays for my private high school education, trips, etc. To date, Parent A has paid over $75,000 for my education, and they don't even earn much with their occupation. Parent A allows me to be qualified for a lot of fee waivers, financial aid, etc.

Parent B often tells relatives and myself about helping to pay for college, which I and Parent A both know is not true. The burden will fall once again on Parent A. Note: Parent A and B have never been married, and live separately.

Also, during this financial aid process, Parent B has not been too cooperative about giving me financial information. Because of Parent B's occupation and salary (before taxes), I am not eligible for any aid (which is why they are so uncooperative). Basically, Parent B is in the middle class bubble. However, after taxes, is when the complaints of money from Parent B come in.

Also, Parent B has switched employers in 2010, and has only received a W-2 from the previous employer and not yet from the current one, so taxes will not be done anytime soon.

I understand that it is already hard for people with GENUINELY harsh circumstances to even get approval for the waiver form. I, in no way, want to infringe on anyone else's chances who truly need it. Just based off of the information posted here, is it possible that I am eligible for approval? And also, where can I locate the waiver form?

Once again, I don't wish to infringe on anyone else's chances for the waiver approval, and if it turns out to be so, I will immediately step back and HARASS Parent B to assist me in putting financial information in the NCP form.

I am filling out all of the financial aid forms all on my own (with the exception of assistance from my guidance counselours and posts on College Confidential), so just as how it is stressful for PARENTS to fill these forms out and submitted on time, it is for me as well.
