After I completed the FAFSA, I got an email from NYS TAP. I started filling it out, but they only allow you to choose one college. Am I only allowed apply after I know which college I’m going to?

That is correct; Tou can only put in one NYS school. You can change it once you make a decision

Your award will be the same no matter where you go. The max TAP award is $5165 for a 0 EFC.
And the award is by semester right? So if my estimate says 1165 fall term and 1165 spring term thats 2330 for the year?
Yes, that is your award.
As long as your family income is consistent then this will be your award.
