For the wait-list, I don't have another teacher that would write a rec as good at the teacher I got to write my initial one. Should I get the teacher to write another one, but more specific updating my accomplishments and being more specific to the university? Or will it be weird having two recs from the same teacher?

Sending any recommendation at this point is only worthwhile if it provides new material and not just a repeat of what was in your original recs. I think it would actually be an interesting and atypical submission IF you can make it clear to this teacher that this new letter needs to offer additional information … perhaps an anecdote or two about how you’ve grown in your senior year.

Ok, thanks!

Could be helpful, could be harmful… as Sally said, make sure if so it is completely different from the original. Also make sure the school actually wants another rec first. Some schools directly discourage submitting any additional materials besides updates grades.
