<p>The deadline for USC is the 10th (or the 15th, forgot), and it has now passed the deadline. I've submitted everything already, but as an international student i still didnt send the financial proof letter, because my dad said he would send it after i get the acceptance notification.

<p>The letter is required. The deadline for freshmen admission forms was January 10. 2013. There are special requirements for international students. The financial form is necessary. The university needs to know you would be supported financially if you are admitted. No university wants international students stranded in the middle of a semester with no funds to continue or to return to their homes.</p>

No. An offer of admission will not be sent until and unless the letter of financial responsibility is submitted. I suggest you check with all the schools to which you applied, as this is a US government requirement, not a USC requirement:
Yes. Do so as soon as possible. If the tiny possibility of being invited for a scholarship interveiw exists for you, you will miss that posibility if the letter is not submitted as soon as possible.
