<p>First: first years can't have cars on-grounds, so let's not plague this thread with "how can a first year bring their car?" or "where can a first year park their car?". Shut up and use the bus. </p>
<p>On to the real question: how does the whole getting an on-grounds parking permit work? I tried to email parking&transp, but they suck. I'm looking to get one for Lambeth, btw. I know the whole "one per apartment", but that person is coming out of a hat, so I'm trying to plan for both situations, the first being i win the permit for the apt, the second being I need to apply for one.</p>
<p>If you don't get a spot in Lambeth, you can get one in the Emmet/Ivy garage, which is much cheaper. The Lambeth lot passes are only valid between 7:00am and 5:00pm Mon-Fri, so you can park there on evenings and weekends if you so desire.</p>
<p>Right...but how do you try to get a spot in Lambeth? And arn't the garage ones for the top level only?</p>
<p>If you don't get one in the lottery, you won't get one. The garage is fairly close to Lambeth and it's only four stories tall.</p>
<p>Ok, we're one step closer...how does the lottery work? Do I go and sign up for it in person or online or do I wait in a line or what? When does all of this happen?
And the Garage I think is my second choice. I'm just wondering if I could get an indoor spot, but I think those are reserved for commuters...plus, four stories is nothing compared to that dumb hill next to Lambeth Fields up to Rugby (ps- they tore up Lambeth Field, and it looks horrible...hopefully they'll finish before school starts and at the same time, hopefully the new grass won't die after week 2)</p>

<p>on the other hand, i did know a 1st yr last yr who had a car... personally im pretty against it, you really do need to learn the area by taking a bus or trolley or walking, or getting someone to drive you. plus then you dont go away every weekend, which is also immportant.</p>

<p>Anyways, if you're in Brown I'd go for the garage since it isn't far. But i'm hoping to get Lambeth because I'm too lazy to be moving my car all the time.
I've heard mixed things from people, but the general conclusion I reach on my own is that you sign up for the lottery sometime around move-in day, then they tell you. But I'm just hoping it's that way and not involving going to the office or something. </p>
<p>And I agree with the first year thing. I didn't have a car, even at VT, and it made me find other means of getting around which is pretty important. Plus, C'ville is fffaarrr easier to get around in/get out of than Blacksburg.</p>

<p>I don't remember a lottery when getting parking passes, but it could have been just Faulkner. We had a first come, first serve process for getting parking passes. Seeing as I still have no working car and am living on JPA, I am not in the "hoping-to-get-an-on-grounds-pass" club.</p>
<p>Well, P&T finally emailed me back, and their response was "we don't deal with the lottery". Idiots. Anyways, they said they couldn't help me and talk to the RAs upon arrival. Bllaahhh</p>

<p>Yeah I'll just talk to an RA on move-in day, and see what they say. If they don't know, I'll go to P&T myself Monday.</p>
<p>In Bice last year, about the second week of school, the RA asked for each appartment to provide information from the appartmentmate that had been selected to receive the one permit alloted to the apartment. This person gets a permit.</p>
<p>After that, there will be a few spots open, in which the RA will take information from anyone remaining who wishes to have a permit there. Those who don't get selected during this lottery will then have to find parking elsewhere. Likely Emmet/Ivy, which isn't far from Lambeth. And this, you will handle with P&T directly.</p>
<p>let me just clarify, that first years CAN have cars, they just can't get a parking permit from the university. There's nobody in charge of checking if someone has a car and no way of anyone figuring out if a parked car is a first years car. Its an unenforced rule.</p>
<p>I had a car my first year and I parked over on the street past Dillard (I think it was called Naury street). On the weekends I would park the car in the parking lot by old dorms.</p>
<p>Just remember that if you get a ticket by C'ville/UVA/Abamarle County police, you're screwed, because it's an honor violation. So just don't get a ticket and you should be ok.</p>

<p>thats not true. i got plenty of tickets from UVa police my first year. you really think every time they give a ticket, the run the plates, find out who owns the car, see if they attend UVa, see what academic year they are, then report the violation to the school in order to have the kid kicked out? they just want their $24.</p>
<p>as I've said, there is no body or committee or position or person who is in charge of enforcing that rule. it is simply a way for them to say "we won't give you a parking permit."</p>
