OOS - High ACT but low GPA - Engineering EA Chances?

My son has a 35 composite on his ACT but his Self reported GPA is only a 3.3. He has 7 AP Classes including AP Chem and AP Calc. He participates in marching band, robotics, choir, Church, and Drama. He applied EA. Do you think UGA will accept him with the high ACT but low GPA?
