OOS students - merit aid

I'd like to hear any stories about OOS students applying to UF and getting any sort of Merit Aid.

The numbers they report on the US News website are shocking, to say the least. 50% of incoming freshman from OOS receive merit aid, with the average award being $13,500. That number is startling, as it makes tuition for the university about $4500 for half the OOS population.

Again, has any OOS student heard of awards like this? And if there is a transfer OOS student that gotten any financial aid, please share, as my brother is strongly considering UF, in spite of their 6% OOS population (the reason I wouldn't apply).

Nevermind, I think I figured it out, most OOS students get tuition waivers because they are NMFs.

Yeah, the main thing seems to be the National Merit Scholarship for out-of-staters. Either that or people who get in and are willing to pay the full tuition. Two examples from my area: my friend had a 32 ACT and similar SAT score and was one rank ahead of me in high school (5th) and got into UF but wasn't offered a scholly because he wasn't a NMF. He decided not to go to UF because he couldn't afford it. On the other hand one of my friends that had slightly lower scores and got in decided to go even though he wasn't offered a scholarship because he could afford it. This is from Louisiana for what it's worth. I haven't heard of anyone out of state that wasn't a NMF getting a scholarship but it wouldn't surprise me if there were a few exceptions.
