Out of state UF

What is University of Florida’s deal with out of staters, why do they only accept 3% of none floridians? Does this mean I have to have a better resume and it is better for me to get in than someone living in florida? I have taken all honors classes through all of highschool, 3 APs this year. Unweighted GPA of 3.8- weighted of 4.5. I have done much community service throughout highschool, including a sport all four years, starting a club, winning an award for a service project, and being on a leadership board. I have like an 1890 on SAT right but am still very much studying and working to improve that. Given the idea that I significantly improve my score (how high should i reach) do i have any chance at UF? what about UT or UM?

The acceptance rate for OOS students is only slightly less than in-state students.

OOS: 5,486 Applications => 2,332 Admitsb** => 569 Enrolled (24.4% Yield rate)

International: 1,377 Applications => 281 Admits (20.4%) => 59 Enrolled (21% yield rate)

What drives down OOS enrollment, is the OOS tuition rate ($28K/year). Other than a limited number of freshman scholarships, UF only offers OOS students tuition reduction awards (based on merit). Below are the three levels of awards and the number award to OOS students.
