I am moving to new jersey to live with my uncle and I want to attend Middlesex County college and transfer to Rutgers- New Brunswick, would I get in state tuition at Rutgers since I would transfer after two years at middlesex and would I get in county tuition if I lived in middlex county for thirty days before hand.
For Rutgers you should read the NJ tuition eligibility requirements:
https://admissions.rutgers.edu/paying-for-college/nj-tuition-eligibility
“Dependent students are presumed to be domiciled in the state in which their parent(s) or U.S. court appointed legal guardian(s) is domiciled.”
My take is that moving in with your uncle will not make you eligible for in-state tuition.
ALSO: Most states require you to live in the state for at least a full year before establishing residency.
