Overseas College Credits to CCC to UC

My friend is an international student attending a CCC and trying to transfer to a UC.

He attended a college overseas for a year and obtained 37 semester units before dropping out of school.

Are you required to transfer these units from a overseas college? If you do not want to, can you not turn in the transcripts from an overseas college? I heard that when transferring to a UC from a CCC, the UCs check to see if their international applicants attended a college overseas and account for the units obtained there. Is this true?

Thank you.

I believe ALL college level work has to be reported and is factored into the admissions process. They will probably find out if someone was a student at a university overseas and they will rescind that person if he/she doesn’t mention this in the application.
