and for those students who skateboard, bike, or scooter... well it's not for the faint of heart xD
ucla isn't really a bike campus, but as long as you aren't a klutz and your bike has working brakes (or you're highly competent on a skateboard/scooter) then those are much quicker ways to get around. downhill, at least

basically parking is hella expensive for two reasons. one, lack of supply, and two, they're trying to discourage you from thinking you need a car in the first place.

as a freshman, the only reason you might want a car is if you live a couple of hours away and want to go home on weekends. options then include: being a regents scholar or alumni scholar and paying (a ton) for a spot, or, street parking on gayley or other places where there aren't meters and moving your car once a week for street cleaning, while being terrified of using your car to go anywhere and losing your spot, or getting a ticket should your car's battery die of cold nights and disuse and leaving you unable to move it... (roomie's experience, not mine)
if you live in the bay area like i do, or some other far distance, trust me you don't need a car. when i do go home (not terribly often), i fly, and to go anywhere else, there's the bus, amtrak, or friends with cars xD

as a sophomore, if you want a car but still don't get parking, you could WORK for parking if two carless years seem dismal. you could do that as a freshman too... but one year without a car doesn't kill most people ;)

juniors/seniors typically get apartments, and the lucky ones come with parking spots.

but when you're living in the dorms, really, everything at UCLA/westwood for the most part is walking distance. hollywood and santa monica are easily accessible by bus. visiting other colleges to see friends is perfectly feasible by amtrak (and fairly cheap as well: UCLA to CPSLO for only $30).

so i hope that enlightens you a bit about the parking/driving situation here :)
