So I've been accepted into both for engineering and I'm happy with both schools. I was wondering what the nightlife for each school is like? (Partying, etc.) And before you all attack me for this question, I'm not basing my decision of this at all. I'd just like to know everything I can about both schools. I'm a girl from NJ if that helps at all.

rutgers is a good choice for you. Quick train ride to NY and Philly

Most students spend their free time socializing with other students at parties, bars or during other activities ('Thon, IM sports, etc.). The situation is the same Rutgers. One of my sons has been a student in the Boston area for seven years and rarely heads into the city.

If money is not an issue for your family PSU’s engineering program is generally considered stronger. One of the engineering deans at Rutgers has (jokingly) accused PSU of poaching the best students from NJ. There’s a reason for that and it isn’t that PSU’s tuition is a bargain.
