11th-60%(Messed it up; transferred from economics to CS after half-yearly, mentioned in LOR)

I am applying to the following universities for spring 2019 for CS+ Math as my first choice major and Electrical Engineering as my second choice:

-National level Basketball Player(Playing since 7 years)
-Keyboard player (10,11,12)( Played at some small gatherings)
-School science exhibitions(11,12) (Won 2nd and 4th prize)
- Vice-captain of cricket team which won at our local club
- Learning to code in java
-Taking some preliminary electrical engineering courses online on edx.
-Working with a mentor to develop projects on electrical engineering. (Home automation and other things)
-Volunteering at Blind People’s Association as well as Daan Utsav
Good LOR’s and essays.
P.S.
Should I apply to highly competitive unis such as UC Berkeley UIUC, Umich, UW Seattle, USC and Purdue or the other top 20 engineering courses for fall keeping in mind my low 11th percentage? ( I may get an internship in the next couple of months)

I have a gap year( because my family may shift to Dubai)
