Please help me doing college search

Hi, I'm apply for the universities in the U.S. as an international student.

SAT 1 score : 650 800 640
R M W
SAT 2 : World History - 800
Math 2C - 800
Japanese - 650

GPA : 3.8/4.0

EC : Good(vice president of student council, leadership camps, Model United Nations, governmental youth delegation, etc)

I'm gonig to retake SAT 1 on October, and definitely believe the score will be higher... because on writing, I did huge mistakes and got essay score 6 on it. T_T haha. so wanna get higher than 2200 on next test.

For major, I'm considering International Relations and economics. Would you please make some suggestions for me? And please help me getting which colleges would be reach, match, and safety.

+) How International Relations is different with International Politics? Though I know it's such a stupid question.. I'm in trouble with getting differences.

do you have an idea of what you are looking for in a school other than your major? for instance, what geographical area?

As an internationl student, I dont' care much about geographical area, but I like east coast, and big cities.

Tufts University in Massachusetts has a strong international relations field.

Georgetown: SFS

Johns Hopkins, George Washington...

American University could probably be a safety if you get your SAT score up (I'm not that good at judging that type of thing though, so check with somebody else before you put it down as a definite safety).

U Maryland College Park may be good. It's just a couple of stops on the metro from Washington DC and is in a semi-urban area of its own.
