Is it possible for one to go through a PreMed undergrad program and then go to a medical school in UK? Or is the system in the UK such that a transfer after basically four years of study is impossible?

No certainly not impossible - people do it every year. But you'll have to contact the schools your interested in to find out how it works coming from a 4-year college degree in the US and what their requirements for international students are. At least for the Oxford medical school, the only requirements they list on their website are high school requirements (ACT scores, etc.)

Medical school in the UK is a 5 to 6-year professional program resulting in a bachelor's degree - you enter right after high school. I suppose you could go to medical school in the UK, but you probably need to have A levels or whatever those exams are called.
