It's asking if I took 3 years of a foreign language with at least C- in high school.

I'm not sure if this works in other middle/high schools, but I took a year of spanish in 7th and 8th grade. This is equivalent for 1 year (Spanish 1) in high school. I completed Spanish 2 in my freshman year, and Spanish 3 in my sophomore year. I decided to take Spanish 4 in junior year, but unfortunately got a D in my last semester.

Do I still satisfy the foreign language requirement?

You completed level 3 (or 3.5 if you count the first semester of Spanish 4). Given the UC policy of higher level foreign language courses validating lower level foreign language courses, that should count.

Note here that Berkeley College of Letters and Science lists the foreign language graduation requirement in terms of level completed:

Great, thanks for the help!
