I was able to determine from the website for the NMS that it is open to “US Citizens.” However, I also see that whether or not you are a semifinalist depends upon the qualifying score for your state. I cannot find any information on the website for what the qualifying score would be for a US Citizen who is not a resident of any state. Does anyone know the answer?
Do you go to an international school? If so there is a category for American overseas who go to school outside the US. For this year the cut off was the same as the highest state cut off which was 224 for the class of 2015. My daughter missed by one point.

@alcibiade - We will be using online PSAT prep materials - like the ones on the McGraw-Hill website.
Good that is it online. We got my daughter an SAT prep book on a college visit tour in the US and she worked through it. As we live in France, books are hard to obtain at reasonable price.
@alcibiade we have the same problem. Luckily my husband will have a business trip to the US coming up - he will be picking up some test prep books at that time. However, it appears that both Princeton Review and Kaplan offer full online test prep programs.
