Question about requesting an application fee waiver.

One school I am applying for has a bit of a different process for requesting application fees to be waived.

"You can request a waiver of the $30 application fee on the basis of financial hardship by submitting a written request AND one of the following items:
•An SAT, ACT, or NACAC fee waiver from your high school guidance office
•Documentation from your high school showing your eligibility for a free or reduced lunch
•Your family’s most recent tax return
"
I'm not quite sure what it means by a written request. Does a letter need to be written, and if so, by whom?
Or is the written request the "Request for Waiver of College Application Fee" for the SAT that I received from my guidance counselor?

Under the "following items" listed, where it says the SAT, ACT, or NACAC fee waiver, is it referring to waivers for the actual tests or application fee waivers that were granted by taking the test? My assumption is that it is referring to the application fee waivers, but what is confusing me is the need for a written request to be submitted, since the fee waiver says "request for waiver..." at the top. When I thought I knew what I was doing I went to tell my mom what documents we needed and we ended up confusing each other even more. I could always ask my guidance counselor tomorrow, but I would like to submit ASAP since it's already late in the academic year. My counselor just started counseling high school this year because the previous lady retired in December after 20 years.

Just send an email requesting the waiver and attach whichever form of documentation you’re choosing to provide. If you want to provide the SAT/ACT waiver as proof of your low income, then send whatever form you have from your guidance office that documents your eligibility for, or receipt of, that fee waiver. All the college wants is some form of documentation showing that you’re low income - that’s why a copy of your parents’ tax return would work also. So you don’t have to submit anything from the guidance office if you don’t want to.

It seems that the school wants you to formally request a fee waiver in addition to providing supplemental documents to prove that you are eligible.

If you are eligible for an ACT or SAT fee waiver, you are eligible for fee waivers from the college board /ACT. NACAC has it’s own fee waiver. IF you have applied for and are eligible for free/reduced lunch, your school will just need to fill out your/your child’s meal code page showing what you are eligible for.

If you want to totally by pass the school, then you would send in a signed copy of your tax forms. However, you are more likely to be granted the fee waiver, if you get one from your GC (if timing is of the essence, many colleges will allow hs to scanand e-mail the forms and send the originals snail mail) . In addition, if you need to send scores and you cannot afford the fee to send them from the college board/act your GC could also enclose a signed sealed copy of the score report that was sent to the hs (provided you gave permission for your scores to be sent to the school).
