He says " I look forward to welcoming your child to our dynamic community…” Normally i expect to see some wiggle words like if accepted, or if potentially…
Our child is a legacy, and has 1500 SAT, 4.3 WGPA, so I would have expected them to be accepted, but the letter strange… have other received this .

DD has not yet submitted an application to Northeastern though I believe her SAT scores were sent there. Received that parents letter from the president today looking forward to welcoming her. It did not suggest she visit or consider applying. Seems like some type of “likely letter”? (SAT 1540, NMSF, ACT 34)
Sounds like a case of bad wording. There are two possibilities: anyone who sends a test score gets the letter, as it is a sign of applying. It would also encourage people to apply if they had second thoughts. The second possibility is they sent it to people with scores over X, as they would be the candidates Northeastern wants to apply. I wouldn’t go as far to say it’s a likely letter, but it’s certainly not a bad sign.
As a note, Northeastern really doesn’t care much for legacy in general, so to the OP, I wouldn’t read into that as the data point. Test scores, different story. Hard to say of course.
We got the letter also; I don’t know that the test scores we sent to Northeastern had arrived by the time the letter went out (but it would have been close), although Northeastern received the application about 10 days before the letter was sent to us.
I also took the letter to mean that “if he were accepted” was implied; and agree that it’s not necessarily a bad sign.
Dear Mr. President. Thank you for sending a letter to my father telling him that you would like to welcome me to your dynamic community. It was very thoughtful of you. The feeling is mutual and therefore I accept your offer of admissions along with the associated full-tuition scholarship and I look forward to having you welcome me.
It doesn’t say they look forward to welcoming our kids to their dynamic community as matriculated students. “The world needs ditch-diggers too” -Judge Smales
