Does anyone know anything about the Regents Waiver and how hard it is to get it? From looking at the website it sounds like it is a scholarship that allows out of state students to pay the in state tuition, but i could be wrong. Any information would be helpful!

It appears to be linked to being a recipient of one of several scholarships as shown in the link below.
UGA Undergraduate Admissions - Financial Aid & Scholarships - First-Year Students

I know you can also get the Regents waiver without getting those scholarships in some cases and there are also apparently 2/3 waivers available too.

Well, there is a regents test you can get waived from taking - if you have your SATs submitted to them with good enough scores you don't have to take the test... otherwise it is required for graduation. As for it being a financial aid thing, I have no idea.

I think that what you are asking about is waiving the out-of-state tuition and receiving the level of in-state tuition. If so, this is almost always tied to a scholarship offer, and it can be given in different levels (1/2 waiver, full waiver, etc.). The regents exam is something totally different, so ignore this item, as it deals with a test required for graduation. Generally, only a limited number of students receive a scholarship, so you would have to be the very top of the admitted class for a scholarship and regents waiver. Good luck!

So with waivers, they don't give too many out. Isn't the Charter scholarship a waiver+1k for OOS people?

I think Charter is actually half off or all off tuition plus the $1k for OOS, hawaiiboy. I don't know if the half off relates to OOS or in-state tuition.
