I'm planning to attend Carleton University in Ottawa (for those of you who don't know, Ottawa isn't a huge city- not small but not ginormous)
It's going to be a new city for me and I won't know anyone, but since I'm going to be staying with family there for the summer, I was hoping I could find an apartment during that time.
Is this a bad idea? I know res gives you the whole "university experience"- but honestly, it's just so much money.
Any advice would be great! Thanks.

See if you can rent a room from the family if you get along during the summer. It would be better that the money be kept in the family instead of going to strangers.

go with the cheapest option

Depends on how much money you have to burn, and what you value in your college education. If you’ll be really close to campus, and still able ot hang out in the dorms, make lots of friends, etc., I’d say live in an apartment. If you really will get a better social experience in a dorm, though, it may be worth the extra $$.
