Should I retake? I got a Reading 670 Math 740 Writing 740. I want to go to JHU. But I'm also applying for an instate scholarships that said I can't do early decision to any schools outside the state?

First of all, congratulations, that’s a pretty good score!
If you think you need a higher score and you’ll be able to study for the next time, then you can go ahead and take it so that you can take up your reading score above 700, or refine other sections.
I’d gotten a 2150 for my first time (CR 670, M 800, W 680). But I was so surprised to have gotten such a high score that the second time I took it, it went down to 2020. After a couple of months, I took it for the last time, and could only increase the writing section (2200: CR 670, M 800, W 730). It was really ironic that I could get exactly the same score for CR because my aim in the last two trials was to increase it :)

Anyway, it’s up to you. If you don’t lose your motivation and study hard, you can get the score you want, the second time.

If this is your first attempt, you may retake it after working on your weak areas. However, it is already a great score and a great starting point for improvement. Nevertheless, if you have already thoroughly prepared and consistently getting practice scores around this range, then it may not be very likely to get a significant boost.
In any case, congratulations!

Thanks guys! And it is my first time taking it!

Bump! Need more recommendations!

Retake it! you have so much time left and many more opportunities to beast an even higher score!

I think you should re-take it, even if your CR won’t improve (and if you’ll read often and learn more vocab it can probably pass the 700!) then I guess hitting the 800 on math is the realistic task and that will superscore you past the 2200 and thath’s an impressive score :)
