Does my application to Rice go to Rice and then my application to Rice Baylor go to Baylor? For my common app essay , I wrote about my reason for wanting to be a physician and that would be a large part of my response to why I want to be part of that program. But if the same officer reviews both, then I would like to introduce some new information rather than repeat. Thanks!

Therefore, it would not be unlikely that Baylor receives both the previous essays and the current ones. However, one would question whether they request it: do they care about “the box” or “why rice?”. Questionable.
Nonetheless, to be safe, I would consider rewriting it, as only 6 get accepted to the program. Or perhaps, a contrario, because it is so selective, it may not be worth exerting that additional effort. That’s quite a dangerous mindset however.
Basically: no clue. Unless someone is an admission’s officer, or perhaps a person privy to that info (like a current student), he/she probably doesn’t know. I’m probably going to rewrite essays unless I get any new information.
@andyis ok thank you. also, i posted this in another thread but no one saw it; do you know how/where we submit the R/B application when we are done? their site says something about a “student portal” but im not sure what that is.
