<p>Each state does it differently. Some states have several essays, some do interviews, some randomly pick names out of a hat (from the students who qualify). You can find your state's site ad find out how they do it.</p>
<p>i applied for it, from Idaho.... very very easy app. had to get 3 teachers to do check box recs and then just fill in like my name and address, gpa, sats and stuff... hope i get it... itd really help a lot</p>
<p>For mine, I just had to fill out a simple sheet that says that I'm a legal resident of the us and what schools I applied for and what city they are in. I just didn't know it was state by state.</p>
<p>California goes by GPA and SAT.</p>

<p>I have to give my federal congressional district number. I've been looking on the internet and I found mine but it calls it Texas Congressional District number 35. Is this the same thing that they are asking for? Or is it the state district number? help.</p>

<p>BCgoUSC, some states set a qualification standard, and everyone who meets the qualifications is in the pool. Names are then randomly selected from the pool. </p>

<p>I know about the standard stuff. I have applied for it. I mean it just disgruntles me that we are giving out federal bucks to the winner of a lottery. No need based requirements factored at all.</p>

<p>My D got one in the late 90s. It was strictly based on merit, but you had to fill out a state app that was used for many merit and need based scholarships, and you also filed the FAFSA (or that app wasn't considered complete). </p>
<p>Many kids didn't do it - didn't even look at the state app - since they knew they wouldn't qualify for need based aid, or get the one for children of Firemen in XXX county or whatever (very specific and generally small scholarships were listed also). The result was they never heard about the Byrd. </p>
<p>We knew about it, asked how to apply, and learned we needed to file that state app and the fafsa. For the Byrd, they required a minimum GPA and SAT and also an essay. I believe they select 15 per congressional district - something like that. It automatically renews with no need to reapply or file the fafsa again. Money goes directly to the school.</p>
