I am an international student and I would really wish to be awarded the Robertson Scholarship.
However, we all know that Financial Aid at duke is need-aware for international students.
Does that mean I should NOT apply for financial aid since I am very serious about the Robertson Scholarship?
I am worried that I might be awarded the scholarship but refused admission because financial aid is need-aware.
Should I just not apply for aid?

No. You should apply for aid as well. The Robertson Scholarship is highly competitive, and should not be considered as a substitute for need-based financial aid.
But need-based financial aid is also very competitive, and if I don’t get it I won’t be admitted. This would make me ineligible for the Robertson Scholarship, and I don’t want that.
Well what will you do if you are accepted but don’t get Robertson? Will you be able to pay full tuition and board?
