san jose state chemE gpa requirement

above link states that San Jose state ChemE required GPA minimum level is at 2.0, and wow is that low or what, so i was wondering what does this mean? did they lower it cuz no one was applying to it (even though its stated as impacted) or is just so hard that they lowered the gpa?

*another thing is that they would let you in a major like ChemE since so little csu level schools offer it, so it a good sign for someone with a 2.1 gpa who is trying to transfer to san jose state for chemE?
