I heard on a different forum from 2016 that "Several people and sources informed me that it takes forever to graduate from here. There is a joke at San José State that goes, “You will spend at the very least 7% of your life here.” I wanted to know, is this true?

The California promise is a great option to guarantee you graduate on time. Even without that promise, as long as you follow the 4 year course plan setup by your major program and academic advisor, you should be able to graduate in 4 years.
