SAT/ACT dilemma

So I'm applying to University of Pennsylvania SAS, and I've taken the SAT's twice. The first time I got:

CR: 700
M: 680
WR: 660 (8 on essay)

And the second time I got

CR: 610
M: 780
WR: 800 (10 on essay)

By combining the best from each test, I have a 2280. Nevertheless, there's obviously a huge difference in scores. I know that with the common app you can combine the best scores from each test; however, Penn requires that I send full score reports from each test.

I've also taken the ACT's, with results of:

E: 35
R: 34
M: 33
S: 34

C: 34 (I'll definitely be sending these)

Will they have any bias against my lower scores? Or do they just consider my higher scores when deciding whether I get in or not? If they do the former, should I just send my ACT's alone? Does it matter whether I send in both SAT and ACT or not?

Thanks in advance.

They consider which score is higher; however, you MUST send EVERY examination of the ACT, SAT, and SAT-II. Essentially, Penn’s policy is if you take the test, they want your score (all scores from 9th grade and on, of course).
