standardized tests

Here's my predicament.

I have taken the SATs twice: 650/600 CR, 670/740 M, 700/720 + 8/10 W = 2130 Superscore.
I've also taken subject tests: 740 Bio/730 Math I.
I'm not very good at taking standardized tests. I know I can score almost perfectly in Writing and Math, but my scores don't reflect that.
So, I have decided to take the ACT in September because I want to apply to Penn ED.
I am working at it all summer and am aiming for a score around 33 or 34 in one shot.

My questions:
1. I know Penn requires to see all testing history. However, my ACT score will (hopefully) reflect a better testing ability than my SAT scores. Will they recognize that? Will they only judge me on the higher scores of the two?

It is not required to send SAT IIs with ACT+W. I didn't do so well on either of the exams, but, again, I feel like I could have scored 800s or very close on both. However, so many people seem to have sent/used both for admissions. How is that seen? Again, I know Penn requires to see all testing history, but will they use the Subject tests in conjunction with ACTs?

Thank you to anyone and everyone who responds!

Admissions will obviously look at all your scores. My sense is that they will have a “positive” attitude and look at your best scores as indicating your capabilities.

That said, none of us can predict how “they” will judge your test score portfolio. It’s something that you can’t control and hence it’s not worth any angst.

Because your SATIIs are 700+ they can’t hurt so it is probably worth sending. If you sent, they’d probably look at everything and take a holistic view, so it is nothing to fret about. Make sure to kill that ACT. Good luck!

OOPS I MEANT MATH II
NOT MATH I
still bad though… :/

Thank you for your replies. Yeah, I’ve decided to give the SAT another shot in October while taking the ACT in September. Who knows what’ll happen?!
Just a bit bummed that I won’t be able to bring my SAT II scores up though…
