I think I have a problem on my hands. I just got the results for new SAT; I got a 1560 (V: 760, M: 800), compared to a 1540 (V: 760, M: 800) on the old SAT. So in this case, I beat my old score. However, schools such as Duke, UPenn, and Columbia look at writing. My new SAT Writing blows (640) compared to my SAT II Writing score (790). My question is this, if I resend these scores, will they look at the SAT II Writing in place of the SAT Writing in addition to the higher math and reading scores, or will it actually hurt me to do so?

My problem is the exact opposite. I got an 800 on the SAT I Writing, but only a 610 math (630 first try, I actually went down :() and 670 verbal.

I wouldn't bother sending scores. 20 points (I'm assuming) on the verbal won't make a difference.
