The vast majority of scholarships come from the college. Some state schools are generous to out of state students, others are not. California schools give virtually no aid to out of state students. I doubt if there are any private scholarships targeted to out of state students.
Depends on the state. Some are quite generous to out of state students with the right grades/stats (Alabama, Mississippi, Wyoming, Montana, North Dakota). But as Tom Sr. of Boston points out, the money comes from individual schools, so your first place to check would be the university websites.
To what state? From what state? Georgia? Stats? Budget?

Thanks for all your responses. My kid is in Junior year now. We still don’t have any specific OOS college in mind yet, but just trying to gather any info, just in case. Nothing wrong with in-state (GA) colleges. So, its all depends on the college interested.
Will he be retaking the SAT?
@ucbalumnus you seem to have the list of colleges that give guaranteed aid…
I’m thinking Ole Miss might be one. Maybe LSU.
I believe he needs a higher SAT score for Alabama.
Most important question for you parents…how much can you pay annually for college.
The list is in a sticky thread in this section. But verify on college web sites, since the trend over the years has been to reduce the amounts, increase the stat thresholds, and/or make them competitive instead of automatic by stats.
There aren’t entities that provide 4 year scholarships for students to go to any OOS school that they choose.
There are very few private scholarships that are for 4 years that can be used at any college a student chooses. Coca Cola is the only one I’m thinking about but it is crazy competitive…and is for $20k per year. But no one can count on winning that …like winning the lottery with so many applicants.
As mentioned the best large 4 year awards to go to OOS schools are offered by the colleges.
Sounds like your child wants to go OOS. Put the onus on him/her. Tell them that they need the highest ACT/SAT that they can get…and hopefully it would be high enough to get merit at those schools.
