Should I be sending my AP scores to the colleges I am applying to as part of the app process? I got a 4 on USH and 5 on Eng Lang. Seems like they should know scores as part of the review. If so how do I send them? I looked at the college board web site but I don't see a way to do it like the SAT. Thanks!

No, you do not send AP scores to colleges when applying, only after you decide to attend and after senior year scores are in. You self report on apps though.

scores should be sent from the testing agency itself

So you request… in May of Senior Year when you can send ALL at once?
Another thread said you call …

When you take the AP tests in May you can request the scores be sent to a school of your choice. You can also send them later by contacting College Board. The scores are mailed out in July. You can call for your scores ahead of mailing date for a fee. You self report on college apps. No need to have CB send during application process. Request CB send after you have decided on a school.
