but i thought it was D because they dont create long lines...the purpose was that they would cut down traffic cuz ppl can go immediately so there shouldnt be a long at all
and even though i thought it was A at first i think they are implying that tolls are collected obv before ppl go
so they pay for one of those like fast track things ppl use for the sf bridge for example
so i thought when they pay had a little to do with how to collect tolls

<p>Ah. Oh yeah... that was long lines. It explicitly said that in the passage, I remember. It said something about how there is a problem that there would be long lines to even get into the fast lane because they wanted to maintain the fast speed or something..</p>

<p>I'm nearly 100% sure that paragraph 2 explained why the plan in paragraph 1 wouldn't work. The other options were like state a plan of action (which was in para 1 not para 2) and show evidence (there was no evidence, it just said that Americans believe high tolls would force them off the best roads and that the author believed it was unfair).</p>
