I am an International Student from Indonesia

I got 30 reading, 29 listening, 29 writing, but only 22 speaking

I got 680 on SAT verbal and writing, and had studied in a school which used English as its main teaching medium for at least 5 years, so my TOEFL is actually waived.

Should I send the TOEFL score? Will it damage my chances in any way?

If it's waived, aren't they assuming that you'll ace the TOEFL? Don't give 'em anything less than a perfect score I guess. I really don't know the TOEFL at all though, so I don't really know if you aced it or not. :|

In your case the TOEFL is waived so it is your choice whether you want to send in the scores. If you do send the score then it will become part of your application, and therefore become part of the review process. That means it can possibly help you, possibly hurt you, or not matter at all -- just like all other parts of one's application.
