Does a recommendation from a foreign language teacher (specifically AP Spanish) count? Or does it have to be more "core"s subjects like science, history, math and english? I am referring to high caliber schools specifically Brown, or Amherst.

It will depend on the school, but many consider foreign language to be a core class.

A recommendation from a language teacher should be fine at any liberal arts-oriented school. They all offer language instruction, consider language credits as legitimate credits toward graduation requirements on an equal footing with other subjects, and offer foreign language majors and/or minors which in their eyes are just as legitimate and respectable as majoring or minoring in any other field they offer. Many require a foreign language as part of their own “core” and/or distribution requirements, which suggests they value language study highly. (Not Brown or Amherst, though, which are “open curriculum” and have no core or distribution requirements; but I wouldn’t take that as evidence that they value languages any less).

I’d say it’s only in technical fields like engineering where a recommendation from a language teacher may be less valued than recommendations from math and science teachers.

Sure. That will be fine, just make sure that it is a teacher that knows the student well and is familiar with his work. A Junior or Senior year teacher is better than an earlier teacher, usually.

It is good to have one fro English or languages and another from sciences or math. So it is fine if it is the teacher who will write you the best recco.
