Someone please chance me!

I am from India and I am applying for electrical engineering in UIUC, Purdue, GA Tech and Penn State.
My dream school is UIUC and I really want to get into its engineering department.
But my sat score seems to be quite low for UIUC engineering
CR-590
Math-740
Writing-650
Total-1980
(Math+CR-1330)

But I have excellent gpa and class rank
Class Rank-1/56
10th percentage-94.6%
11th percentage-89%
12th mid year-80%(strict corrections)
As you know, Indian high school courses are very rigorous(especially the state board syllabus of 11th and 12th).

ECs
Attended an internship in a technical plant
Participated and won in inter school quiz competitions
Currently hold a 6th grade certificate in solo piano from the Trinity College of London
Member of the ecology club and quiz club in my school
Done a community service of 100 hours
Played soccer in school level

I am applying for RD.
So can my gpa and rank make up for my sat score?
Please chance me!

PS:
Could anyone also name other universities which are good in engineering and also give generous financial aid for my stats.

Purdue - High Match
Penn State - Reach
Georgia Tech - High Reach
UIUC - High Reach

You know the admissions are very competitive for internationals. Your SAT score is very low. No university on your list gives FA to intl’s.

I know that these universities do not give finaid. Can you describe about universities like Drexel, Colgate which give finaid?
Also, I am not desperate for finaid(actually, I don’t need it). But It would feel good for me if I get it.

Also, I am retaking the sat on December 7th and did not do well on October sat because I had a bad testing day( had some confusion in my hall ticket and lost concentration).

Please reply bumpbump

do better in reading. get something close to 700. try doing better in math as well. It is however too easy for indians
