If that is the case…for financial aid and FAFSA purposes, the custodial parent would be the one with the higher income.
Since what grade he was in MI boarding school? He may be eligible to in state tuition at UMich if he was there since middle school.

I can think of one boarding school in MI, and I am betting this is the one - the college counselors there will know the answer to this question. Ask them!
I think he qualifies in FL, but not for bright futures unless the reason for boarding school is because of military or government jobs of parents. I think he’d only get it in CA if that parent claimed him as a dependent before he was 18. He might qualify in MI because of the high school diploma.
If finances are a consideration, Florida would have the lowest tuition rates, even without Bright Futures, right?
Bright futures is just a scholarship program. Tuition in Florida is very low anyway.
There is some program in CA…but I believe the student needs to reside there for one year anyway…and as noted, parent needs to declare on taxes.
If NOT…there would be no instate status…and the CA schools give no need based aid to OOS students.
