Southern colleges? So lost...

So here's the situation...I go to a pretty good engineering school in the north, Penn State, but I can't say that I can see myself spending the next four years of my life here. It's too isolated, and I don't like the weather at all. I realize that I messed up when applying to school, it's a shame really. I'm looking to transfer into a more southern school with at least a larger 'city' atmosphere or at least somewhere that is closer to relevancy than central Pennsylvania.

HS GPA: 3.94 (weighted)
SATs: 1470 (2080)
College GPA (1st semester): 3.51

Classes: Physics Mechanics (B-), Macroeconomics (B+), General Chemistry (A), Calculus I (A), Bioengineering (A)

Schools I'm looking at applying to: University of South Carolina, Clemson (rural, I know), Georgia Tech? This is where I'm lost. I don't have much of an idea where I would want to go, as I really am not going to be able to afford a lot of schools. Is it possible to get any aid as a transfer? I'm really sorry if this feels all over the place, I just don't know where to start.

please? haha
